Community Services - Capital

Capital is responsible to administer the Capital budget and is dependent on approval each year.  This can include all things from office furniture and computers, to new construction.  The capital program also administers any additional funding that comes in from proposals or other initiatives, such as the Northern Housing Trust or Firesmart.

Solutions

  1. Continual research and information sharing with other organizations and First Nations helps to identify different funding agencies for different projects.  The current staff is a strong network of resources in its own.  Alfa dollars are used in any training taking place during Capital projects.
  2. Staff is clearing time to ensure that they have time to access other funding sources.
  3. Planning projects with material lists and timelines are helping to free up some time to research.

Northern Housing Trust

The Northern Housing Trust funding required a plan to access the funding.  MJ Frasher Consulting Inc. prepared a Project Plan, which outlines a huge list of work required to be completed to bring the houses up to livable standards.  These renovations only cover the “envelope” of units, in order to improve air quality, moisture, and heat retention in order to address some of the shortfalls of poor construction.

Through the Northern Housing Trust fund, dollars were identified in order to help with Housing issues in the North.  $50 million dollars were allocated to the Yukon Territory as a whole.  Kwanlin Dün received $2.4 million dollars and has identified a need for $4.75 million.

The Northern Housing Trust has identified the following 6 categories of need:

1. Window & Door Replacements (up to 100 houses)$1,800,000
2. New roofing & eaves trough (up to 87 houses)$975,000
3. Major Renovations (10 houses)$840,000
4. Mechanical Ventilation - bath & kitchen (all homes)$440,000
5. Heating System Upgrades - up to 60 houses$800,000
6. Site grading & foundation coating (up to 16 houses)$320,000

Northern Housing Trust Funding$2,456,000

Community Services will seek access to the Replacement Reserve set up through the CMHC Housing Subsidy Program.  The proposed funding is $850,000 through the replacement reserve.  There is still a need to define more dollars to complete the above noted renovations.

These renovations and repairs have begun and will continue throughout the winter, to create more long term employment in the KDFN community.
