Description

Kwanlin Dün First Nation (KDFN) is seeking a Lands Registrar. Reporting to the Manager of Lands & Resources, the incumbent will be responsible for the development of policies and procedures required for the Kwanlin Dün Settlement Lands, Land Management System and for the management, administration and maintenance of the system.

This position is the first point of contact for all staff, citizens and general public regarding the Land Management System, and works closely with the Director and Manager of Lands & Resources in the overall administration of the Lands & Resources Act.

The incumbent provides advice and support to the Director and Manager of Lands & Resources regarding operational functions and policy, directives, procedures and practice for existing and new programs on an ongoing basis.

Qualifications:
• Completed post-secondary coursework or have the equivalent experience in, Lands Management, Property Assessment, or Taxation;
• Experience in interpreting and writing documents intended for legal purposes;
• Experience in property taxation administration and property assessment practices;
• Experience in interpreting maps, legal surveys, plans and other cartographic information systems;
• Experience in records management, retrieval and information management practices;
• Experience in financial management systems and accountabilities; and
• Course work in conflict management would be an asset.

The incumbent will also need to be willing and able to develop expertise in:
• The Lands & Resources Acts’ processes and procedures and the Yukon Land Titles Office practices and requirements; and
• The interpretation and understanding of the Kwanlin Dün Final Agreement, the Self Government Agreement, and the laws of general application related to land administration particularly: the Land Titles Act, the Canada Lands Survey Act, the Property Assessment and Taxation Act and the Municipal Act.

Note: An equivalent combination of post-secondary coursework, training, workshops and significant experience will equally be considered.

Conditions of Employment: Satisfactory pre employment criminal records check; security clearance; signed conflict of interest declaration and confidentiality agreement; valid class 5 drivers’ license with a clean driver’s abstract is an asset; and an automatic payroll-deduction of financial obligations owed to KDFN is a prerequisite to employment by KDFN government for all positions.
