Why are the policies so vague?

The wording of the policies being voted on in the Referendum were developed by Beneficiaries. These policies basically give KDFN the green light to develop legislation (for lands and investments) and a more detailed consultation policy.
The new laws and policy will be much more detailed and involve many conversations with Beneficiaries and other citizens.

Is this referendum about payouts?

No, there is no question in this referendum about payouts. This referendum is about voting on three different policies only (land, investment and consultation).
These three policies, if approved, will guide the development of new laws that will deal with managing our Settlement Lands, managing our money and consulting with beneficiaries.
