The Łu Zil Män (Fish Lake) local area plan started as a collaboration between KDFN and the Government of Yukon (YG). In 2020, the governments signed a Memorandum of Understanding (MOU) and formed a steering committee to guide the process. A draft plan was completed in late 2024, but was not supported by YG for public review. Since then, KDFN and YG have been unable to reach agreement on how to complete the plan collaboratively. In accordance with the MOU and its Self-Government Agreement, KDFN has withdrawn from the collaborative process and is now proceeding independently. KDFN is asking for input from all Yukoners on the draft Łu Zil Män (Fish Lake) plan.

The planning area is situated approximately eight kilometres southwest of downtown Whitehorse and encompasses a total area of about 460 km2. It is located entirely within KDFN’s Traditional Territory, but the scope of the plan is not limited to KDFN Settlement Lands. Ta’an Kwäch’än Council has a Settlement Land parcel within the planning boundary that is not subject to the local area plan.

Other governments including TKC, YG and the City of Whitehorse will also be consulted on the draft plan.
